Do we need R12.1 HR RUP5 for Singapore CPF rate increase?

hI,
Apps 12.1.3

Issue: My understanding is that only 14352371:R12.PER.B is needed for CPF rate increase.
Please confirm that R12.1 HR RUP5 is not needed for CPF rate increase.

Provided the following..
Read me of the patch 14352371:R12.PER.B indicate this has bug fixes CPF issues
and patch 13418800 is not pre req patch.

Please note that 13418800  HRMS Family Pack K Rollup (RUP) 5  is the latest RUP
