What does an account segment value in AFF 'expired' mean exactly?

Hi everyone,

Please help me with a question on GL accounting flexfield. 

We can set account segment value expired in a accounting flexfield. However, I am not very sure what that means in term of allowing posting, budgeting, reporting, in setup etc.
