"This Item would violate a task-level transaction control".

Hi Team
I am issuing an item  to a project through "Issue to project" transaction type, but while doing the transaction I am getting an error message "This Item would violate a task-level transaction control".

At project level "Limit to Transaction Controls" already disabled.

Kindly refer the attached screenshots.
