Translation Synchronization patch, 14498473 failed with "File in patch is not a known Oracle Applica

Following Note 252422.1, we requested and applied a translation sync patch (14498473) with these steps:
1. Activated PTB language using OAM License manager;
2. Run adadmin to maintain multi-lingual tables;
3. Installed the PTB language, following the instructions in Note 316804.1;
4. Generated the manifest file with this command:
    perl $AD_TOP/bin/adgennls.pl
5. Uploaded the manifest to https://updates.oracle.com/TransSync to request for a trans sync patch;
6. With the needed trans sync patch (14498473) availble and downloaded, applying the PTB language version of the patch failed with this error:

File in patch is not a known Oracle Applications file:
'gl reports/PTB GLEFCREP.rdf'
