When a user is running a long-running report, no other users can login to BI Publisher

We have a long running reports which take > 30 mins to complete. While 1 user is running those reports, no one can get to the bi publisher logon screen.The cpu / mem / swap of the server is pretty much idle during that time.

We are running BI Publisher 10.1.3.4.1 (build# 1282) on redhat 5.8, using jrockit_160_05_R27.6.2-20.

Any help is appreciated.
