Send Critical or Fatal events to Pager

 Hi,
can anyone guide me as how to configure critical and fatal events sent to our on-call pager?

  1. Enterprise Manager - OEM 12c with bundle 1 on windows 2008 x64
  2. created multiple rule sets for target availability, high availability, metric alerts, SLA etc.
  3. created atleast 2 rules for each of the above created rule set, one for critical & fatal, the other for non-critical
  4. Created multiple administrators. Eg., Pager and set the email address in short format(pager format) for this admin.
  5. logged in as the the above admin and subscribed to all the rules related critical & fatal events.
i (sysman) was able to get all the alerts, but i was not able to fwd any alerts to the admin 'Pager' Any idea?
