Freight Allocation Distribution Lines Not Getting Created

Dear Community,

we are having an issue with the Freight Allocation Function in R12. The distributions for the freight allocation lines are not getting created until we have a successful validation of the invoice. We cannot see the tax allocated to freight either for this reason. It is really too late after the fact for us if we cannot see the lines before a successful validation in case we need to change something.  Is something wrong with our Invoice Workbench form you think? If the invoice was validated successfully then the allocated freight lines and allocated tax lines to freight are there
