Benefits of BPA over BI Publisher

 Hello Team,Please let me know what are the benefits of Bill Presentment Architecture (BPA) when compared to BI Publisher.
The main dis-advantage of BPA is that it supports only printing with PDF format and doesn't support e-Delivery of invoices in different formats. So, we really would like to understand why Oracle came up with this BPA solution which is incomplete.
