Unable to ping Virtual IP

Hi

    We have RAC database of version 11.2.0.2. IN one of the RAC nofdes, we are unable to ping VIP. Even after restarting the node, we are getting the error

CRS-2545:It is locked by 'SYSTEM' for command 'Server failure :

  Need your help to resovle this issue. However, we have raised Service request also
