Field Validation on a new field

in CRM On Demand - Administration (MOSC) Question
Hi...need some help.

I am trying to create a validation on a field that I created called "If Other Please Explain" which is a short text field. I currently have a validation in the reason won/lost field that gives a message to the user when they change the sales stage to Closed/Lost to put in a reason from the picklist.

I need the validation for the new field to give a message when the user changes the sales stage to Closed/Lost and reason is "Other", to make them have to type in the reason for the loss.
