New Implementation for CIP Projects

I am in the process of using Project Manager to input our CIP Projects and 5-year CIP Plan.  I was hoping to get some guidance on the best way to set up the system.  Here are my requirements: 

The Top Level is at the FUND Level - 3029, 3001, 3031 n (I am thinking of using the Program for this level)

Under each FUND there are many projects - anywhere between 10 and 100  (These need to feed up to the Program)

Each Project will need 1 working Budget for current year and 4 submitted budgets for future years.  ( I figure I will use the versioning feature for this part)
