Sick Accrual Setup Up

I need assitance in setting up a sick accrual with the following requirements:

Calendar Rollover

Immediately Available

Max or ITD limit of 72 hours

Must be on payroll 180 days before can use accrued amounts

Earns 1 hour for every 30 hours worked in the pay period

The last two items is where I am struggling, I cannot find a table method that will divide the total worked hours by an amount set and then multiple it by 1, I believe that if I could find a table method that would dive the worked hours by 30 and then multiple that by 1 I would have the accrual covered and would just need to then worry about the 180 days after start date before usage. Any ideas? Anyone set this up before?
