Delete a future person information

Hello,

My end users have updated a lot of employee person information using as effective date Aug-2013. Do you know if there is an API to erase only the last record of the employee? I did some test but HR_PERSON_API tries to delete all the records sending the following message “You cannot delete this person, assignment actions exist"
