How to Find Patch Applicable to Cluster or ASM or Database

Dear Expert,

     Good Morning. When One patch is requested to be applied based on the patch number how do we know which have to be applied to Cluster or ASM or Database only or Combination of these three?.

      We are advised to apply the patch 10220118 on 11.2.0.3 Environment when I raised SR regarding the Virtual paging. Support Team suggested us to apply.

      I have checked the readme and found this have to be applied only to the Database. But i still wanted to have your confirmation how do we decide if any other tips available at your end.
