PN:Recovery Type and other Recovery type fields are mandatory?

Hi Folks,
While creating a lease of class Revenue, it seems like the Recovery Type field is becoming mandatory when the check-box for 'Primary' location is checked under the Locations tab. Is this a standard functionality? 

Please let me know.
