Server will not start: Could not open connection to Siebel Gateway configuration store

We have several environments which have just been stood up (new installs on new windows 2008 servers/32 bit).  On all but one of them, we are having no issues.
On one, however, we are able to start the gateway server, but not the Siebel server.

The siebel server error when trying to start the service is:

"Windows could not start the Siebel Server [E_I_S_I] on sbli01.  For more information, review the System Event Log.  If this is a non-Microsoft service, contact the service vendor, and refer to the service-specific error code 2555922."

The system event shows the following error:
