Can Patch 13087365 Be Applied to Release 12.1.3 ?

We have encountered  the exact problem described in Note. 1374459.1 .  However the read me of the patch mentioned in this note says this patch can be applied to 12.1.2, but ours is 12.1.3.  So can we apply this patch to over environment although the patch readme doesn't say  this patch can be applied to 12.1.2 and above.
