Substitute related items within a PTO

I am trying to allow our users to enter a PTO model within Quoting and then make item substitutions within Order Management prior to pick releasing and shipping.

Example:

  PTO-Computer Monitor

       Standard Size Option

       Premiere Size Option

Both of the options have a standard BOM calling out a specific part number.  These specific part numbers have related items set up.  Based on what we have On Hand we want to fulfill the order.  There are various business rules as to which orders we want to fulfill with a specific part number.  Many times this decision needs to be made through human intervention.
