FND_OID packages are missing in apps schema

We are in the process of integrating Oracle E-Business suite with Oracle Identity manager and to integrate EBS with OIM we have noticed that the following packages are missing in EBS-apps schema.  Is there a patch that supplies these packages?
FND_OID_SUBSCRIPTIONS,
FND_OID_USERS,
FND_OID_UTIL

Below given our system version details:
We have an environment of
EBS system : 11.5.10.2  ATG.H.rup7,
OIM - EBS Connector : 9.1.0.7
OIM system - 11.1.1.5.0.
