Patch 13563481_R12.AP.B: Error loading seed data for IBY_UPG_PPP: SYSTEM_PROFILE_CODE = IBY_PAY_ED

Apps 12.1.3

1.  Apply  Patch 13563481_R12.AP.B

2.  This has no pre req or Post-install Tasks

3.  patch fails with errors 

 Error loading seed data for IBY_UPG_PPP:  SYSTEM_PROFILE_CODE = IBY_PAY_EDI_ANSI_X12_820,  ORA-06508: PL/SQL: could not find program unit being called

  Error loading seed data for IBY_UPG_PPP:  SYSTEM_PROFILE_CODE = IBY_PAY_EDI_PAYMUL,  ORA-06508: PL/SQL: could not find program unit being called

  Error loading seed data for IBY_UPG_PPP: 

more of ORA-06508 in the log. 

Per Patch failed on ibyupgpp.ldt (Doc ID 1216933.1), suggested applying Patch.9756446:R12.IBY.B.

The Patch.9756446: R12.IBY.B was applied but the problem persists
