Sql Optimization

Hi,

I was asked to do the sql optimization as it was running for long time and I have taken the explain plan for the query and I was not sure if it is written correctly. From Explain plan, it is generating 31 million rows and I was not sure It is written correctly.

As its been decade, Since I have written the queries,  I am seeking for your help as how to get started to optimize this query.
