I have Siebel 8.1.1 and need BI Publisher 10.1.3.4.0 - where can I get it?

According to the compatibility chart I need to upgrade my BI Publisher to 10.1.3.4.0.  I cannot get that version from the BI Publisher download page.  Is it available anywhere with a Siebel download?
