Creation of Notification List whenever submitting a new Concurrent Program

Hello,

How can we make this as the default option .. everytime, when submit the concurrent program.  Don't want to set this notify people, rather would like to make this as the default one.

Would like few email id's to be defaulted in notify people tab for a particular report, whenever submit the concurrent request.

Is it possible to do?
