ORA-01031: insufficient privileges in APPLY queue on the down stream database

The alert log of my down stream database (v10.2.0.3) is reporting ORA-01031: insufficient privileges

This is happening intermittently.

Has anyone seen anything like this (it's currently logged with Oracle Support but I am having no joy there..)
