RDBPROD: Problem with ODBC for Rdb 3.3.2.3 installation on Windows 7

Hello All,Installed ODBC for Rdb 3.3.2.3 (32bit) on Windows 7. The installation seems to work at installation time, there are no errors presented. But, when attempting to create a new data source and selecting Oracle Rdb Driver, I get the following error message.
The setup routines for the Oracle Rdb Driver ODBC driver could not be loaded due to system error code 126: The specified module could not be found. (C:\Windows\system32\SQRDBS3.DLL)
I did search on My Oracle Support and found Note ID: 1119367.1. In step 2, the files listed there do not exist in the /system32 directory but do exist in the \SysWOW64 directory. So, because the files do not exist in the system32 directory, the user continued with the other steps in the Note. Then, reinstalled ODBC for Rdb again. Still receiving the error. We did notice that when we uninstall ODBC for Rdb, it automatically removes the files in listed in step 2 but are located in the SysWOW64 directory. We also noticed some references to the C:\Windows\system32\SQRDBS3.DLL file
