How do the shipment of promotional items depending on the existence of the source Product?

Hi everyone:

How can I create a promotion?, for example buy 1 unit of item A and we give you 1 unit of item B. If the customer orders 3 units of Item A I should gift him 3 units of item B, but if i Only have 2 units of Item A on hand I should only ship 2 units of item B even If I have enough on hand quantity of item B
