Dilemma between only install ODBC 32 Bits or ODBC 32 Bits and 64 Bits, in 500 Desktops -Win 7-64 Bit

At current time we're migrating [Microsoft] Windows operating system; from Windows XP SP3 (Desktop's OS) to Windows 7, 32 bits and 64 bits architecture.
This is one of the most important project right now for us, because we have a high volume of applications (client / server applications) running on these PC and, also, we are close to go to production. We are migrating 5000 PCs (personal computers) in total. Most applications use the ODBC driver to connect to the ORACLE databases.
After the end of the migration project, we'll have 4500 PCs with Windows7 sp1 32 Bits, and 500 PCs with Windows 7 sp1 64 Bits. We have had serious problems when we try to connect several client / server's applications to the Oracle Databases, by using ODBC-64 Bits ORACLE's driver.
