R12 Upgrade: view accounting for revenue events is blank after Draft -- PRC: Create Accounting

Have you experienced the form XLAIQACL being blank, during an R12 upgrade?

This is the form when View Accounting is selected in Revenue
Review.

This only happens when the PRC: Create Accounting is run in Draft, but works fine running in Final.
