iRecruitment:Ex-Employee registration

Hello All,
We have the Ex-Employee Registration is Enabled on the iRec External Visitor Page.
When an Ex-Employee is trying register we are getting the following message

"No ex-employee records can be found that match the information you have entered.".

I have verified the Menu : IRC External Site Visitor Permission
and the Ex-Employee Registration Function has the Grant Box Checked.

I am not sure why its not working ?. Any Input is appreciated.
