Canadian Tax Testing

I have set up the Canadian GST and am trying to test it in Payables.  Unfortunately, when i click Calculate Tax, it doesn't do anything.  I can manually add the tax and it accepts it and the invoice validates but it won't do it automatically.  Does anyone have an idea what setup I missed?
