Bank Account Creation in Address Book

Hello

Has anybody got an idea how to prevent end users completing the bank account before extending the address book record to the supplier master (F0401).  We've had it occur where address book record is an employee and they are now a supplier, but people are creating the bank account before extending the address book therefore no payee approval occurs
