Grid installation fails at OMS configuration: Connection refused, Could not connect to Node Manager.

Dear Experts,

Enviornment Details:

O/S           -   Oracle Entreprise Linux 5.5 (64 Bit)

Grid Version - 11g

DB/Weblogic/Grid all resides in one server

All the configuration went fine until I started installing Grid. During OMS configuration I get the following error in  $OMS_HOME/cfgtools/omsca/xxxx.log:

Error occured while performing nmConnect: Cannot connect to Node Manager: Connection refused.

Connection refused, Could not connect to Node Manager. Check that it is running at abc.com:7,403

Your assistance in this appreciated in advance.
