validate GL Code combination segments

I would appreciate help to solve this:

I am trying to validate a GL code combination. I am trying to use the api:

fnd_flex_keyval.validate_segs. However no matter what combination I enter I get an error indicating an invalid combination. I get this:

Inform your
system administrator that the routine Validate Values could not find any segments for the flex.

I have tried running this as apps and also as the custom schema. I am not sure if there is a profile or security issue that perhaps  is not set or if I am passing this incorrectly to the api.
