OTM Bulk Planning Performance Hit

We are experiencing a severe performance issue in our OTM environment, related to bulk planning.  A couple of weeks ago our primary bulk plan run jumped from 20 minutes of execution to over 50 minutes.  It repeated this poor performance last week.  Not patches or changes were introduced into the system during this timeframe so there is no 'smoking gun' to point at. 

In our research, one thing that seems suspicious are thousands of 'select' statements logged against the 'accessorial_costs' table.  I'm sure many customers setup their FSC as an acceessorial default using date ranges.  So while it seems that thousands of selects against that table for a single order is excessive, these accesses have been going on in our system from the beginning.  In other words, it doesn't seem like the likely candidate.
