Oracle EBS 'View Output'

Hello

One of my business user is experiencing a strange issue with BI Publisher Invoice report in Oracle. When clicked on View Output to view the PDF report, it fails every other time. Find attached the screenshot where it fails. In the lower left hand corner, it'll say 'Start downloading' and returns an empty page after it's done. We are on 11.5.10.2, user browser version is IE 7.
