Why do all item instances show up a usage line type?

  Hello All,

  I am on R12.1.3 and I've created an item instance for a customer 'A' and i created a contract with usage line type for that instantiated item and i am trying to pick up value for counter in Pricing/Product tab. 

I see that my counter and item instance show up however it shows up hundreds of other listings for which an item was instantiated. Isn't it only supposed to show me the value for current customer?

Why am i seeing values for all the customers? I checked in my previous version 11.5.10.2 it just pulls item instance for the customer you are working on.
