RMAN Duplicate Fails with ORA-19870, ORA-19507,ORA-27029,ORA-19511

I am trying to duplicate a database from a backup I took two days ago.  This on a RAC three node cluster to

another rac three node cluster.  Both servers use TDP for oracle to babckup to Tivoli and I am using a

recvoery catalog.  The hanlde is clearly in the catalog and both servers use the same Tivoli server

yet, I can't get the RMAN command to see the correct handle....here is my duplicate command:
