Regarding Promotion Group Functionality

Hello Experts,

I have a question regarding promotion group functionality.  Created a promotion group definition / membership / domains /rewards.
 
When this promotion group is being ordered, assets for reward and domains are not getting created.

Is this an expected behavior or a defect?
