Connecting two NEPs to a single NE IP Address

Connecting two NEPs to a single NE IP Address. 

When orders are triggered, they are being sent to NE through one NEP only; the other NEP is not used.

Example:

NE IP Address is xxx.xxx.xxx.xxx, we have mapped 2 NEPs viz., NEP1DEV3 and NEP2DEV3. For NEP1DEV3 primary pool is NP01P005 and for NEP2DEV3 primary pool is NP02P007. Also entry in the tbl_resource_pool has been made according to the primary pool . But when the orders are triggered none of the request goes to NEP2DEV3.

Can we achieve  load balancing at the NEP end?
