Negative Issue with different original location,but "Lot/Location change not allowed"

Issue positive manually using P31113 with location A , then negative issue in the same line  and change location A to location B. It is a standard contraint as designed?

JDE shows:

Lot/Location change not allowed   
 
 Cause... Lot/Serial Number changes are not allowed when performing a negative material issue
Resolution... Material must be returned to inventory with the same lot/serial number assignment that was originally used to withdraw from inventory
