1058763.1 DST Patches

Hi,

We have R12 version 12.0..4 and current database version 10.2.0.4. We are trying to upgrade the database to 11.2.0.3, following the note 1058763.1.

Question regarding DST patches, Currently my env has below timezone version. We have only english language in our env and our business team is only in United States.

SQL> SELECT version FROM v$timezone_file;

   VERSION
----------
         4

I read the document "Complying with Daylight Saving Time (DST) and Time Zone Rule Changes in E-Business Suite 12 [ID 563019.1]"and it is little bit confusing. Can you please let me know which exact patches I need to apply to the application tier and database tier?
