Hypertext linking within na document, wiki or other content in Webcenter portal

We are about to lauch a new internal website. One of the internal documents is a standard user FAQ page. To support easier user navigation we want to incorporate hyperlinks from the list of FAQ topic headerss to the specific section of the wiki page where that answer is located. 

We have attempted to place standard links - as follows - but its appears OWC Portal - or possibly WikiCreole the tool we are using to create these links  - does not support static links, only dynamic user links - which will not work with or for other users.

We are talking about links within the same page of the document. We put a hyperlink in the title of one of the list of questions (called Section 1) at the head of the document - in order to go to the page section where that hyperlink text is. When it does take me there, the website shows the timeout error.  Here are the codes we applied:
