Multiple active revisions of the same part in Item Master

We are a hardware and software design and manufacturing company. Our Item Master (ORG level) tracks revisions to hardware items but we have not tracked our software. As far as hardware is considered, manufacturing only uses the latest revision except for using up existing stock prior to moving to the new revision. In our business, we have many software products that have a part number and multiple active versions. This is because our software products get certified through state agencies. Not all agencies are certified to use the same version of software.  For this reason, we are looking for a way to have BOM's call for
