Is bounce apache needed after assign responsibility everytime?

We are running ebs 12.1.3. After I created user and assigned certain responsiblity, I log out and log back in as the user; however, the new responsibility does  not show right away. I did some research from google. Some of the blog recommends bounce the apache server. But does bounce the apache server really need to be used after assign user new responsibility every time? Because bounce the apache server will disconnect other users, will there be a better way to deal with this? Please advice. Thank you very much.
