changing defaulted supply values on a work order

This is the scenario:

Bill of Material exists with component XYZ and the supply subinv and locator defaulted in from the Org Item (profile option BOM:Default WIP Supply Values is set to 'Yes')

A work order was created for this component and it pulls the supply subinv and locator from the BOM.

However, the location of this component has changed so the user cancels the work order and re-creates it, but it still pulls from the BOM. (The WIP Supply Defaults on the org item were updated to the new location.) We tested changing the profile option to 'No' but it stilled pulled from the BOM.
