R07234 printing for one payroll ID but not the another

We have the R07234 report set up in the Print Setup for all of our Payroll ID's as the Stub Attachment.  What we have discovered is the R07234 is printing for one of the Payroll ID's when the EE has a $0 payroll, or a Time off without pay Pay type.  My question is, if another Payroll ID also has the R07234 report as the stub attachment and also uses the same non-pay pay type, then why is the R07234 not running with that payroll ID.  I should note that the one that is running is for our US payroll
