9174978 &13979375: 12.0.6 - not able to unzip patches - IBM AIX on POWER Systems (64-bit)

I am trying to download patches 9174978 and 13979375 but the ZIP files seem to be corrupt and not the expected size.
p13979375_12.0.0_R12_AIX64-5L.zip should be 32.5MB
p9174978_R12.XLA.A_R12_GENERIC.zip should be 4.8 MB
They have been downloaded and only 123KB. When opening I receive an error stating they are not valid zip files.
Please advise.
Also Patch/Bug 12923308 does not seem to be available. Is there a reason for this?
