not ables to setup security profile for Assets

I am trying to usee the profile option of FA:Security Profile in System Admin responsibility to limit the access to other books. I have tried to create a Security Profile (Setup-> Security-> Security) but there is no LOV for the "Specify Top Organization) . What's it I'm mising? Does any one know how to implement this feature? I appreciate the reposnse and help!
