BI Publisher publishing reports to OBIEE presentation layer from outside data sources

Our environment is OBIEE 11.1.1.5 with BI Publisher (integrated). Integrated means integrated with the OBIEE stack as opposed to standalone. We also have OBIA apps.

The question I have for the community is it possible for BI Publisher in this configuration to pull data from an outside data source (like another database for example i.e. SQL data model or flat file) and publish the reports into Dashboards in OBIEE presentation layer, without getting that data into BAW or the Semantic layer first. I know BI Publisher can pull from the BI server (RPD) but the question that I am asking is, can it by pass the RPD completely, pull data from an outside source and still publish the report output on the OBIEE presentation layer
