Pre-Install Mode

Hi
Say the below is the scenario..

For upgrading to 12.1.1 from 11i we need to apply 7303030..
Now while applying the same say object "A" fails..
So the respective product team fixes the same and releases a patch and says that this patch shuld be applied in Pre-Install mode..

So does this mean that the Pre-Install Patch should be applied in a 11i environment itself?
